Who runs plumbing licensing in Florida
The Florida Department of Business and Professional Regulation (DBPR), through the Construction Industry Licensing Board (CILB), issues plumbing contractor licenses.
Certified vs registered (2025 change)
Florida used to have two paths: a Certified license good statewide, and a Registered license good only in the local area where you passed a competency exam. As of July 1, 2025, House Bill 735 phased out the local registered pathway, so new contractors get the state Certified license through DBPR examination. If you hold an older registered license, confirm your renewal path with the DBPR.
Certified Plumbing Contractor requirements
- Experience: Four years of plumbing experience, including at least one year as a foreman (or a qualifying mix of education and experience).
- Two exams: A General Trade exam and a Business & Finance exam, each passed at 70%.
- Fees: Expect roughly $444 to $544 in combined exam and application fees. Confirm current amounts with the DBPR.
- Continuing education: 14 hours each renewal period, including required safety, workers comp, business, and code hours.

Get your four years of experience, apply to the DBPR, pass both exams, and carry the insurance the CILB requires. Then you can pull permits and contract plumbing work statewide as a Certified Plumbing Contractor.
