Utah licenses plumbers at the state level and issues five individual plumber classifications, plus separate contractor licenses for the business side. The split between “licensed plumber” and “licensed to contract” is the part people miss.
Here is the structure, the hours, and one number discrepancy in Utah’s own paperwork you should know about before you apply.
Who runs plumbing licensing in Utah
The Utah Department of Commerce, Division of Professional Licensing (DOPL). The Electricians and Plumbers Licensing Board advises, and rules are set by the Construction Services Commission.

Governing law is the Utah Construction Trades Licensing Act, Title 58 Chapter 55, with rules in Utah Admin. Code R156-55c.
The five plumber classifications
DOPL issues:
- Apprentice Plumber, learning under immediate supervision
- Journeyman Plumber, full scope
- Master Plumber, plans and lays out projects and supervises
- Residential Journeyman Plumber, limited to residential buildings
- Residential Master Plumber, plans and supervises, residential only
A “residential building” in Utah means a single or multiple family dwelling of up to four units. Not just single-family, which is a common misstatement.
Apprentices work under immediate supervision, with one exception: starting in the fourth year an apprentice may work unsupervised up to 8 hours in any 24-hour period.
Contracting is a separate license
An individual plumber license does not let you contract. For that you need a contractor license:
- P-200 General Plumbing
- P-201 Residential Plumbing
The qualifier for P-200 has to be a licensed Master Plumber. For P-201 it can be a master or residential master plumber.
Contractor applicants also complete a 30-hour pre-licensure course (25 hours plus 5 hours business and law) through ABC, UHBA or AGC of Utah, pass the Utah Contractor Business and Law exam, and show two years or 4,000 hours of paid construction experience for general classifications.
Hours and experience
Utah states this two ways, and the two do not perfectly match.
The statute uses years. Journeyman: 4 years as a licensed apprentice in an approved program, or 8 years of approved experience. Residential journeyman: 3 years, or 6 years in a maintenance or repair trade involving substantial plumbing work. Master: licensed journeyman for at least 2 years plus 2 years of supervisory experience, or an associate of applied science plus 1 year supervisory.
DOPL uses hours, and its two documents differ. The exam eligibility page lists journeyman as 7 semesters plus 6,000 hours as a licensed apprentice, or 16,000 hours as an apprentice. The license application checklist says approved apprenticeship transcripts plus at least 8,000 hours, or at least 16,000 hours.
Both are official DOPL sources. If you are anywhere near the line, call DOPL and get your specific hours confirmed before you register for an exam. Do not plan around a single number, including one from this page.
Residential journeyman runs lower: a minimum 432 hours of an approved apprenticeship program plus at least 6,000 hours as an apprentice, or at least 12,000 hours as an apprentice over not less than 6 years.
For any tier, each year of experience must include at least 2,000 hours, and no more than 3,000 hours can be credited for any 12-month period.
Exams
Utah uses Prov as its testing provider.
- Journeyman: Utah Plumber Written Exam plus Utah Plumber Practical Exam
- Residential Journeyman: Utah Residential Plumber Written Exam plus the practical
- Master and Residential Master: Utah Master Plumber Law and Rule Exam plus the practical, and the practical is waived if you already passed it for a journeyman-level license
The only passing score DOPL publishes is for the Master Plumber Law and Rule Exam, which requires 75% or greater. Scores for the written and practical exams are not published, so ignore any specific figure you see elsewhere.
The written exam can be taken remotely under Utah jurisdiction. The practical must be done in person at a Utah Prov center. You cannot test first and earn your hours afterward.

Prov exam fees are paid directly to the testing agency and DOPL does not publish them. Military fee waivers are available for active-duty members and spouses.
Bond and insurance
Individual plumber licenses require no bond and no insurance. Those obligations attach at the contractor level.
For contractors, Utah Code 58-55-306 requires financial responsibility, which you satisfy either by completing DOPL’s financial responsibility questionnaire or by posting a bond in an amount set by the Construction Services Commission. So a bond is conditional, not automatic.
Utah also requires general liability insurance for contractors at a minimum of $1,000,000 per incident. Two official DOPL sources disagree on the aggregate figure, so confirm the current aggregate with DOPL directly rather than trusting a published number. Workers’ compensation is required if you have employees, or a coverage waiver from the Utah Labor Commission if you do not.
Continuing education
12 hours per two-year cycle, of which 8 must be “core” and the remaining 4 can be core or professional.
Utah’s statute defines “licensed plumber” to include apprentices, so apprentices carry the CE requirement too. Contractors have a separate 6-hour requirement.
Renewal
Two-year cycle with a fixed date: plumbing licenses renew by November 30 of even-numbered years. So the next deadlines are November 30, 2026, then November 30, 2028.
You need the $74 fee and your 12 CE hours. DOPL emails a renewal notice 90 days out, and you have to report address and email changes within 10 business days. Practicing on an expired license is unlawful conduct in Utah and DOPL can discipline you for the unlicensed stretch even after you reinstate.
Endorsement, not reciprocity
Utah does not run formal reciprocity agreements. It uses licensure by endorsement.
You need official verification that you have been actively licensed and in good standing for at least one year in a jurisdiction DOPL considers equivalent to Utah. Master plumber applicants coming in by endorsement still have to pass the Utah Master Plumber Law and Rule Exam at 75% or better.
If your state is not deemed equivalent, your out-of-state experience can still count toward Utah’s initial licensing requirements.
One useful detail: the Canadian Plumber Red Seal Certification is treated as equivalent to a Utah Journeyman Plumber license, provided you have held it at least a year.
DOPL publishes a state-by-state equivalency map, but the version posted is dated 2020, so check with DOPL for your state rather than relying on it.
What changed recently
Effective January 19, 2026, first-time exam candidates must submit the Verification of Plumber Experience form directly to Prov, attached electronically to the exam registration. Out-of-state applicants who attended a trade program also attach official transcripts. Graduates of an approved Utah trade program sit in pending status until the school authorizes them.
Bigger picture: Utah enacted a full recodification of Title 58 Chapter 55, effective January 1, 2027. Plumber provisions move into a new Part 4, renewal provisions move to 58-55-108, and the current plumber CE section is repealed and replaced. The requirements themselves are largely carried forward, but if you are reading the statute after that date, the section numbers you find online today will be wrong.
