Plumbing License in Oklahoma: Requirements & How to Get One

Oklahoma licenses plumbers at the state level through one board, and the structure has one quirk worth knowing up front: there is no master plumber license in Oklahoma. The top credential is called a plumbing contractor.

Here is the actual structure, the hours, and the bond and insurance you need to work.

Who runs plumbing licensing in Oklahoma

The Oklahoma Construction Industries Board (CIB) handles it, working with the State Committee of Plumbing Examiners. The CIB is a standalone state agency, not part of the Department of Labor, despite what several sites claim.

Governing law is the Plumbing License Law of 1955 (59 O.S. § 1001 et seq.), with rules in OAC Title 158, Chapter 30. The current permanent rules took effect October 1, 2024.

Municipalities can still regulate locally. If you file your state bond with the municipality, it satisfies their bonding requirement.

The five credentials

The CIB calls plumbing contracting “the highest ranking plumbing license.” The residential versions are limited to detached one and two family dwellings and townhouses of not more than three stories with separate means of egress.

There is also a Temporary Journeyman Plumber license, issued only during a declared disaster or state of emergency. It is nonrenewable and expires after a year.

What each one takes

Apprentice. You must be 16 or older, registered with the CIB, and directly supervised by a licensed journeyman or contractor working for the same plumbing contractor. Maximum three apprentices per licensed plumber. Registration lasts a year and you re-register annually.

Register from day one. Time worked while unregistered does not count as verifiable experience, and people lose years this way.

Journeyman. You must be 18 or older, plus one of:

• 3 years of experience employed by a licensed plumbing contractor
• Equivalent verifiable 3 years in U.S. military service
• A current, in-good-standing out-of-state plumbing license

Schooling can substitute: 1,000 Committee-approved classroom hours counts as 2 years, 500 hours as 1 year, 375 hours as 9 months, 334 hours as 8 months, 250 hours as 6 months. One year of verifiable experience means 2,000 hours.

Plumbing Contractor. Everything the journeyman needs plus one additional year, so four years total. You also pass both exam portions, the trade exam and the Plumbing Business and Law exam. Pass one and you have three years to come back for the other before you have to retake both.

Exams are administered by PSI, and you need 75% or more on each part. Retesting waits 30 days after a first failure and 90 days after later ones. Study material is based on the 2018 IPC and 2018 IFGC with Oklahoma revisions.

Fees

The PSI exam fee is negotiated and posted at the test site rather than published by the CIB, so call PSI for the current amount instead of trusting a figure from a blog.

There is a one-time low-income fee waiver in the rules.

Bond and insurance

This applies to contractors only, not journeymen. To make a contractor license active you need:

• A $5,000 corporate surety bond payable to the CIB, in the individual license holder’s name, continuous, with 30-day cancellation notice
• At least $50,000 in commercial general liability insurance, in the license holder’s name, with the CIB listed as certificate holder (not additional insured)

Let the insurance lapse and the license goes inactive immediately. Same with the bond. Contracting while inactive is a violation. The statute does allow cash or a certificate of deposit in place of the bond.

Active contractors also have display rules: firm name and license number preceded by “OK” on both sides of every vehicle, letters at least 2 inches high in a contrasting color, and the license number on all advertising, contracts and bids.

Continuing education

6 hours every 36 months for journeymen and contractors. Not 6 per year, which is a common misreading. Apprentices have no plumbing CE requirement.

Courses and instructors must be approved in advance by the Committee of Plumbing Examiners. CE approved by some other state agency does not count unless the plumbing committee approved it. New licensees are exempt for three years from the date they passed their licensing exam.

Renewal

Annual, expiring on the last day of your birth month. The statute lets you renew within 30 days before or after the due date, and the late fee kicks in after 30 days past expiration. CE has to be satisfied first, and you cannot renew with unpaid CIB fines outstanding.

Apprentice registrations expire one year from the date of registration.

Reciprocity

Oklahoma has one published reciprocity agreement, with Arkansas, effective October 21, 2024.

It is not automatic. You apply in the state where you plan to work, and you qualify if you have held the license at least a year, hold at least an unlimited journeyman license, and passed an Arkansas or Oklahoma sponsored exam. Revoked or suspended licenses, pending discipline, a failure to renew on time, or unlicensed work in the application state in the past two years all disqualify you. Fees, CE and insurance still apply.

Separately, there is an exam equivalency path for plumbers from states with no Oklahoma agreement or no statewide licensing, if the Board pre-approved that state’s exam and you passed it at 70% or higher in good standing.

What changed recently

HB 2085, effective November 1, 2025, amended the Uniform Building Code Commission Act and lets the OUBCC provide continuing education and training for code officials, inspectors and trade workers. The CIB has been explicit that OUBCC courses do not automatically count toward plumbing renewal. It still has to be approved by the CIB industry committee.

The 2026 CIB rule package covered electrical only. The 12-hour CE increase and new apprentice CE requirement in that package apply to electricians, not plumbers.

Common questions

Is there a master plumber license in Oklahoma?
No. Plumbing contractor is the top license.

Do journeymen need a bond?
No. Bond and insurance apply to contractors.

How long from apprentice to contractor?
Four years of experience, or less if approved classroom hours substitute for part of it.

Does my apprentice time count if I never registered?
No, and this is the costliest mistake in Oklahoma. Register before you start.
